"Mechanism for supporting energy efficiency improvements in public buildings"

Ladies and Gentlemen!

The International NGO Housing and Municipal Reform Support Centre (NGO HMRSC), is pleased to announce the completion of the implementation project «Mechanism for supporting energy efficiency improvements in public buildings».
During the work on the project (November 2019 - July 2020) NGO HMRSC in accordance with the grant agreement between Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and within the project Energy Efficiency in Communities II implemented the next steps:
  • HMRSC held a competition
    for grants (totaling EUR 150,000) to support the implementation of energy efficiency measures for public buildings, including municipal hospitals and local communities

  • HMRSC evaluated 242 grant proposals
    to participate in grant programs in accordance with GIZ procedures. Among the applicants, 22 winners were identified.

  • HMRSC successfully held competitions
    among energy auditors. The HMRSC team managed to save money. This made it possible to finance energy efficiency projects in 32 communities at all in accordance with the terms of the Mechanism

  • For 28 cities and communities
    energy audits were performed and energy certificates were developed: Malyn, Kolomyia, Ivano-Frankivsk (hospital), Tetiiv, Lanivtsi, Dunaivtsi, Chuguiv, Slovyansk, Chyhyryn, Kostiantynivka, Trostyanets, Sambir, Tokmak, Myrhorod, Baranivka, Boryslav, Mukachevo , Klesiv, Zbarazh, Globino, Smoline, Pokrovsk, Ovruch, Kalush, Horishni Plavni, Pereyaslav and Khmilnyk

  • For 6 cities and communities
    Sustainable Energy Development Action Plans (SECAP) were developed: Dobropillya, Kostiantynivka, Sambir, Vugledar Chuguiv, Slovyansk

  • For 5 cities and communities
    Design and estimate documentation was developed for 5 buildings: Sambir, Borislav, Tokmak, Myrhorod, Baranivka

  • For 5 cities and communities
    A system of energy monitoring and staff training was created: Tulchyn, Makachevo, Nova Borova, Tokmak, Zachepylivka

According to the results of the competitions were selected:

1. 19 energy auditors-contractors to perform audits
2. 4 contractors to perform SECAP
3. 4 contractors to perform Design and Estimate Documentation
4. 2 contractors to create energy monitoring systems
Due to quarantine, several communities withdrew from the project. Instead, other contestants of the competition were involved. Energy efficiency measures were carried out in the same terms of the project.
UAH 1,452,898,495 - the total expected cost of implementing EE measures in the winning communities of the Mechanism
207 audits were performed for 161 facilities. For each of the projects, a list of energy efficiency measures was provided with an appropriate calculation of the required investments, net savings and payback periods.

Oksana Fur, Head of the Department of Entrepreneurship and Investment Activities in the Sambir City Council, tells about developed energy audits:

"The city of Sambir has been a signatory to the Covenant of Mayors since 2012. The first step in solving the city's environmental problems. It is a decision of the Sambir City Council since November 2012, according to which Sambir officially supported a large-scale initiative of the European Commission on Sustainable Urban Development.

The city has developed a Sustainable Energy Action Plan for the city of Sambor until 2020. The measures set out in the document were implemented with various sources of funding. Today, the city is developing a Sustainable Energy and Climate Action Plan for the city of Sambor until 2030. Energy audits will be taken into account when calculating CO2 emissions and planning measures to reduce them.

After receiving Design and estimate documentation, we plan to submit the project to the competition of the State Fund for Regional Development or "Spromozhna Shkola". If possible, we will apply for other competitions (if the priorities are in line) and partially finance it from the local budget.
Roman Tokar, advisor to the mayor of Zbarazh City Council, shared that Zbarazh City Council has now completed energy audits of all communal property and the next step in implementing the results of energy audits will be the preparation of design estimates. Design and estimate documentation in Zbarazh is already ready for 1/3 of communal property objects. In 2021, we anticipate raising funds for major repairs using energy-saving technologies of 2-3 communal facilities. During 2021-2025 it is planned to complete major repairs
Vitaliy Karpovych, Head of the Department of International Cooperation and Design and Investment Activities of the Tetiiv City Council, reports that the energy audit reports conducted in the buildings of educational institutions showed us the shortcomings of energy efficiency there. We have received recommendations for measures that can save energy and budget funds up to 60%. Currently, projects are being implemented to modernize individual heating stations, renovate the building, and reconstruct the roof with the installation of a solar station's rooftop at the facility. Sources of funding for these projects are the local budget, regional budget, ESCO mechanisms
Vyacheslav Shainoga, a leading specialist of the Department of Socia & lEconomic Development, Investments and Energy Management of the Executive Committee of the Globino City Council, said that the developed energy audits will allow to carry out work on insulation, replacement of engineering systems. At the same time, they will be needed to work with the parliamentary corps to allocate budget for these projects: thermal modernization of schools, kindergartens, etc.
The energy monitoring systems developed within the project "Mechanism for supporting energy efficiency improvements in public buildings" allow monitoring the energy consumption of 133 buildings in 5 cities.

Natalia Kryvoruchko, Advisor to the Mayor for Investment and International Activities in Tokmak, Zaporizhia Region, shared her experience in installing an energy monitoring system as part of a project in their city:
- How do you plan to use information from the system?
- First of all, the installation of the energy monitoring system will allow us verifying energy consumption data in buildings in the city's public sector. Secondly, it is an impetus for the development of a number of local regulations, which will be approved by decisions of the Executive Committee of the Tokmaty City Council or orders of the mayor.
- What are the current results for the installation of the energy monitoring system?
- The first result is the establishment of cooperation with the workers of these buildings. Initially, we faced opposition to the establishment of an energy monitoring system. However, after holding webinars with the participation of representatives of FIAT LLC, mutual understanding was improved. The process of filling the system with data on energy consumption of buildings is currently underway.
- What are the next steps after receiving the developed Design and Estimate Documentation?
After receiving the Design and Estimate Documentation our city will submit this project for funding from the State Fund for Regional Development. The next "wave" of project submission is expected in the fall of 2020, so, having a full package of documents, we hope to get the desired result in the form of selecting the object for these works.
