Mechanism for supporting energy efficiency improvements in public buildings

We invite cities of Ukraine to participate in a €5,000 - €10,000 grant competition to support the implementation of energy efficiency measures for public buildings.
Results of the competition!
International NGO Housing and Municipal Reform Support Centre (HMRSC), in accordance with a grant agreement between Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and under the project «Energy Efficiency in the Communities II» for the implementation of the «Mechanism for Support of Energy Efficiency Measures for Public Buildings», finished evaluation of the applications from the cities and the hospitals.

As a result of the evaluation, 22 winners were selected from 242 applicants. So the winners are:

Conditions:
Cities or towns with up to 200,000 inhabitants
We are focused on improving energy efficiency in small communities, as they are hampered by the lack of data on energy consumption in public buildings, as well as the lack of expertise to develop acceptable and compelling project proposals
The grant is between €5,000 and €10,000 euros
For energy audits, development of project documentation for implementation of energy efficiency measures, energy planning, implementation of energy management and monitoring system, other measures.
Up to 70 percent of the total cost of the measures in the application
This mechanism provides partner cities with up to 70 percent co-financing for the purchase of energy efficiency services.
Deadline to apply for a grant - January 10, 2020

Energy audit
Energy audit and development of energy certificates for public buildings

Project documentation
Development of project documentation for the thermal modernization of public buildings (integrated or separate measures)

Municipal monitoring system
Establishment of a municipal system for monitoring of the consumption of energy resources by public buildings + training employees to work with the software product

SE(C)AP
Development of SE(C)AP – Sustainable Energy (and Climate) Action Plan and the investing plan for SE(C)AP
4
Financial engineering
Financial engineering services to attract investments in energy efficiency measures: preparation of feasibility studies, tender documentation for private-public partnership, etc.

Other measures, that are aimed at developing the organizational capacity of the executive bodies of municipalities, communal enterprises / institutions, an so on in the field of development and implementation of local energy policy, project management, etc.
